I added documentation to spec.xfpt, put default CFLAGS_DYNAMIC into
OS/Makefile-{Linux,FreeBSD}, added a changelog, made up a fresh patch (to avoid
merges in the main git repo) and pushed this, as there have been no objections.

I haven't actually *run* Exim with dynamic modules on FreeBSD yet, so can't
confirm that everything is solved, but we're at least able to build again and
without dynamic modules, we're no worse off.

We should probably provide CFLAGS_DYNAMIC for a few more OSes.

I'm also wondering if we shouldn't be automating the EXTRALIBS changes instead
of pushing them back on the builder, but since the target for this
functionality is packagers, it's probably fine.
