I do not think we should be making decisions on behalf of remote systems. If
they give a 4xx response, that's their response and we should honour it
*regardless* of whether they "mean" it to be a 5xx.
Put the other way round, if Sendmail starting treating 4xx codes from Exim
installs as 5xx codes, I'd be pretty damned annoyed.
