Well, that's reasonable. Apparently the university has a defacto policy
that you may not establish a mail server on campus. You might want to ask
them to open a port for you. We, for example, would only open port 587
inbound in response to a specific request. Of course, our MSA hosts do use
port 587 inbound.

Of course, we do have 587 outbound open, but not port 25.
