It's a macro, defined somewhere else in your config. It light look
something like this:

VIRUS_FILESIZE_LIMIT=3000000

In the context of that ACL, it's saying only to pass the message to
the content scanners if the size of the message is less than the size
that VIRUS_FILESIZE_LIMIT has been set to.
