[exim] Blocking Source Destination Pair

I have a user receiving a bunch of bounces from spam they did not
send. Its all from a free email provider I cannot seem to find an easy
contact for. Is there a simple way to defer or reject all messages
from "<>" and too "somebody@???" in exim.conf?
