Your IP address might be static, but Google (and probably many other
mail servers) do not like it. You can't change that from within Exim;
many mail servers refuse connections from IP addresses known to belong
to home user accounts/dialup blocks.
You can use your IP for *receiving* stuff just fine; but for sending
email you will have to use some other server, on a more acceptable IP
address range.
The simplest way to do this would be to send all outgoing email via your
ISP, as a smarthost.
