There is one space too much.

    (…)
       { ${lookup{${mask:$sender_host_address/24}}lsearch*{/etc/exim/hostlimits}} }\
        ^


Removing this space should cure your problem.

Additional note: probably you could use iplsearch instead of lsearch.
