Does anyone know the originator of this request or of a use-case for this?

I think that a better approach would just be to make queue_only an expanded
string, so that ${if !exists{...}} could be used, but since the queuing is
usually done in cases of high load, with messages piling in faster than they
could be processed, I can see why this might have been left unexpanded, to
short-circuit out ASAP and keep people from doing stupid things which would
make the problem even worse.

Anyone willing to speak up to defend this from a WONTFIX fate?
