With one process per connection, this is not a wise idea given Exim's current
design.

I suspect the desire is for a tarpitting scenario, in which case what might be
a better idea is to have a socket handoff API to let Exim send/receive open
connections to other processes. That's a rather more ambitious project.
Patches welcome for that, but not for just blindly raising this limit.
