[exim] Outbound/Open Relay

Hopefully a quick and trivial question.

Would this router:

notlocal:
        driver = dnslookup
        domains = ! domainlist
        transport = remote_smtp
        no_more

Result in an open relay to anyone who can talk to my Exim? My guess is
yes? I guess I can add a precondition chunk in here for SASL when I get
to needing it? At this stage it's not a problem as it's on a sandbox as
I try and figure it out - but I guess in production that would be a bit
'fatter' on authentication?
