Why I can I use it successfully in 

defer   message       = [F21] Anti-Spam Protection. Please retry ...
        domains       = aaaa.bbbb
        !hosts        = *.uk : *.com : *.net : *.org


It is the same hosts field and the matching condition has an asterisk.
