These are not the same thing:
503 Bad sequence of commands
550 Requested action not taken: mailbox unavailable
The correct response to MAIL without HELO/EHLO is 503. That ACL will produce
550 and be logged as a failed MAIL FROM instead of handled as a syntax error.
