$authenticated_id will be set to something if you used server_set_id in
your authenticator. You could add an extra item to your condition, giving:
condition = ${if and { \
{eq{$authenticated_id}{}} \
{!eq {$received_protocol}{spam-scanned}} \
{!eq {$received_protocol}{local}} \
} {1}{0}}
