Under FreeBSD (and may be other OS):
command = env HOME=/var/mails/$domain/$local_part \
/usr/lib/dovecot/deliver -f $sender_address
or (I'm not sure about quotes):
command = sh -c "HOME=/var/mails/$domain/$local_part /usr/lib/dovecot/deliver -f $sender_address"
