On http://www.exim.org/exim-html-current/doc/html/spec_html/ch11.html when
describing $message_size it states:

"While running an ACL at the time of an SMTP RCPT command, $message_size
contains the size supplied on the MAIL command, or -1 if no size was given. The
value may not, of course, be truthful."

The value of $message_size first becomes available in the mail ACL, not the
rcpt ACL, when the SIZE extension is in use.

Perhaps the documentation should state:

"While running a per message ACL (mail/rcpt/predata)"

Rather than:

"While running an ACL at the time of an SMTP MAIL command"
