Ahh no! You want data from your file "CONFDIR/local_host_blacklist",
right?

I'm doing this with variables, like ...

deny
  message = xyz $acl_m_lookupresult
  set acl_m_lookupresult = ${lookup {$sender_host_address} \
     iplsearch{path/file} }
  condition = ${if eq {$acl_m_lookupresult}{}{no}{yes} }
