Phil's provided some good tips on how to construct the ACL. If your ACLs
are being ignored, then send us your configuration so that we can see how
you're calling them.
A comment on policy: you might like to add a few minutes leeway to allow
for clock differences - so use ranges like 0557-0748, perhaps.
Then you might like to allow rate-limited submissions (a few messages per
hour) outside these time ranges - to allow for emergencies.
It would be interesting to the reason for limiting usage.
