Search on: 'Exim ratelimit' and 'Exim batched smtp' for some ideas.

If you can off-load the 'generation' of the traffic to any of the better
Mailing List Managers, most have very configurable settings to dole out
the traffic in chunks so as to avoid just that sort of headache.

Anything short of a 'mass' MLM run should not ordinarily run into the
limits save perhaps a few temporary 'defer' anyway

- unless you have de-facto spammers in your user community?
