Can anybody tell me why this Condition isn't true?

Logfile /home/elastica/filter.log
Logwrite "HEADER TO is <pg23jyml6.fsf@???\n"
Condition is false: foranyaddress $header_to: ($thisaddress does not
match \\.com\$)
Condition is false: foranyaddress $header_to: ($thisaddress matches \
\.com\$)
Finish
Filtering did not set up a significant delivery.
Normal delivery will occur.
