[exim] retry configuration

Hello,
We use exim for delivering a daily newsletter (aprox 4000 users) to
@yahoo users.
As i understand from the documentation page:

Exim's retry processing in this case is applied on a per-host
(strictly, per IP address) basis, not on a per-message basis.
"
This is a pretty bad thing for @yahoo delivery since yahoo tends to
defer at first not per IP but per email.

I noticed that on each queue run (every 15 mins) just 1 (one) email is
delivered to yahoo.

Is there any way the queue retry policy to be changed for doing PER
email retries and not per IP ?
