yes, it's all in the exim.conf file, unless you see an "include" somewhere.
That "include" will tell you the other place you might look.

You need to create a new ACL, test the incoming message rate, and say
control=queue if the rate is high.

I've no idea. The exim.pl script is a cpanel script. You don't have to run
it.

They probably mean that they haven't given you a button to press to do
this. However, they've given you Exim, so you can do anything that Exim can
do. Exim has ACLs that can test the incoming message rate, and that can
queue messages, so you can do this.
