Which will make your configuration very specific to debian. There is a
debian exim users mailing list listed in your documentation which might
be able to provide more specific help if it is in fact a simple
configuration glitch.

Looks good.
Routers are run in order from top to bottom. Is router3 found before
your generic remote_smtp router? Are there any other routers before this
one that might be routing the traffic before it gets to this one?
