This is rather funny.

I think the logic you need to develop is as follows:
1. If the time is after 0800hrs before 1700hrs
2. And the $message_size*$recipient_count is NOT greater than 10MiB

then delay(defer) the message..

freeze_mail:
driver = redirect
verify = false
address_test = false
domains = !+local_domains : !+relay_to_domains
condition = YOUR LOGIC HERE
allow_defer
data = :defer: message not old enough
