Maybe something like:

/usr/local/exim/bin/exim -be
> ${extract{1}{.}{tom.foo.bar.com}}

tom

match_local_part{${extract{1}{.}{tom.foo.bar.com}}}{tom:dick:harry}{true}{false}}

> ${if

match_local_part{${extract{1}{.}{tom.foo.bar.com}}}{joe:dick:harry}{true}{false}}
false
