Move the 'accept sender_domains = +nosv_domains_whitelist' line into
the main ACL.

accept sender_domains = +nosv_domains_whitelist
acl = acl_svwl
require verify= sender

Bear in mind you may get into trouble using sender verify callouts
against arbitrary domains which are outside your administrative
jurisdiction.
