If he does, then sticking a "warn" at the top of the DATA ACL would
(I think) achieve this.
Another way to record all headers for all email is via the system filter.
For example:
logfile /var/log/exim/filter
logwrite $message_headers
(note this is the system message-filter file, not the main config file).
