The simplest way is to enable the useforward router and put a .forward in
the user's homedir, and that file should contain one line:
/dev/null

so that any mail to that address is thrown into the bottomless pit.

Exim will, by default, reject mail to non-existent users.

However, for "inactive" account, you have to define how you make an account
inactive.
I used to do this sort of thing (inactivating an account) by adding an
asterisk in the passwd field in the master password file, and adding a .plan
in the home dir which contained a word - suspended - and I would let exim
check for this and reject the mail with a short message.
