Search spec.txt for the first instance of "quote_" (without the double-quotes)
and you find:

ALIAS_QUERY = select mailbox from user where \
              login=${quote_mysql:$local_part};

That second line needs to be:
              login='${quote_mysql:$local_part}';

with the delimiters.

All other examples get it right, but the very first one doesn't.
