Crude ACL rule which could be bypassed by forged headers, but will
probably do the trick:
deny message = External users not allowed
domains = mycompany.example.com
local_parts = allstaff : payroll
!senders = *@mycompany.example.com : jdoe@??? :\
*@partner2.example.com : jdoe@???
