After that expansion you end up with for example:

condition = 100M

That doesn't make sense. Condition should be true or false. Perhaps you
want this instead (untested)

condition = ${if
>{$message_size}{${lookup{$recipients}lsearch{/etc/mail/limits}{$value}{100M}}}}
