[exim] exim configuration error

when i run

/usr/sbin/exim -bd -q15m

i get following error

2008-08-08 13:12:01 Exim configuration error:
TCP port "smtp" not found


my /etc/services file contains

smtp            25/tcp          mail
smtp            25/udp          mail
