Then it isn't reaching the host. Assuming your host is on the end of a
residential ISP circuit (DSL or cable) then it's very likely your ISP is
blocking port 25 inbound.
Alternatively you have a firewall which is preventing remote hosts
reaching port 25 on your host. Either way it isn't strictly an Exim
problem - you need to do some network diagnostics first.
