The system filter is run once per delivery attempt. If one and the same message
is run multiple times through the system filter, then there are filter commands
which are applied only once and there are those applied each time a delivery
attempt takes place:

* "seen deliver", "unseen deliver", "mail" (others?) are run just once
* "headers add" (others?) is run on every delivery attempt

The documentation should point that out.
