This is ok on the server itself.
If one is trying to send on the internal network its ok, because that
subnet has been added to the trusted list.

What is your "trusted" list?
Do you do some sender verification, only performed for authenticated
users?

Did you test "exim_checkaccess" (should be installed along with your
eximversion). Or - if you're using callouts, my "exiacl" could be of
some help. This you'll find at https://svn.schlittermann.de/pub/exiacl/trun=
