Is the rate-limiting patch you included in your previous email the
final version slated for 4.70 (barring any unforseen bugs found)?
I was considering putting your patch into production as I also have
a need for unique-recipient ratelimiting, but wanted to check to see
if you felt it was production ready at this point.
