Which release of PCRE are you talking about? We did some work a few releases
back to try to get all the very messy "decl" stuff right for Windows. We also
added cmake support to help with the problems Windows programmers seem to have
a lot of.
We cannot just "add __cdecl to every function declaration" because that would
not work in many (non-Windows) environments. I don't use Windows myself; PCRE
is developed on Linux.
