Looks like I have found a simple solution. I have inserted this router
local_redirect:
driver = redirect
domains = +local_domains
data = ${local_part}@${primary_hostname}
check_ancestor = true
file_transport = address_file
pipe_transport = address_pipe
Just before system_aliases and it handled the problem.
