Downloading mail is not related to Exim. AFAIK. :)
Of course, the mail you're downloading passed exim probably.

Long time ago we had some issues with choked outlooks, but not
depending on the message size. If I remember well, Outlook crashed on
existing, but empty headers.

Current (mostly outlook) issues are about big mailboxes. It depends on
the POP3 server, how long it takes to "enumerate" the mails in the
mailbox. Outlook seems to have a quite short timeout there.
