OK, I've added the all three needed headers :

      headers="MIME-Version: 1.0\nContent-Type: text/plain; 
charset=windows-1251\nContent-Transfer-Encoding: 7bit\n"


and i can see this header is in the auroresponded message but still the
questions marks:

MIME-Version: 1.0
Content-Type: text/plain; charset=windows-1251
Content-Transfer-Encoding: 7bit

I will switch to utf-8 as soon as I will fix the problem with cp1251.
