I quite agree, but I can see some justification for scoring someone who
came to your lower-priority MX first a bit worse for possible
spamminess, even more so where the lower-priority MX is both on the same
subnet and the same machine. But I wouldn't go so far as having
non-existent or tarpit lower MXes.
