I don't think Grant wants to block legitimate bounces; he wants (AIUI)
to avoid being the source of such mails. To do that, he wants to stop
accepting all mails just because they're to his domains and to instead
only accept emails to valid addresses.

Normally, it would be a matter of finding out why "verify = recipient"
isn't being called and looking at the order of items in the RCPT ACL but
OP is using stock Exim config, so it's got to be Option #2, the Routers.
