The ACL above is incorrect, it should be:

deny  message   = "$sender_host_address rDNS $sender_host_name rejected"
       condition = ${lookup{$sender_host_name} nwildlsearch {/etc/exim/exim-dynamic-regex} {yes}{no}}
       delay     = 30s
