If your Exim logs show the messages being delivered to local
mailboxes, then the problem must be somehwere in your POP3 or IMAP
server and/or your webmail client. Does the POP3/IMAP server expect to
find mail in the same place and format that you've configured Exim to
deliver it to? What do the logs of the POP3/IMAP server and the
webmail client say?

Guessing is likely to be much more accurate when you've done some
investigation work first.
