In general no, because Exim may have delivered half of the recipients
before it find out that one of them is undeliverable. Exim can't perform
deliverability checks on all the addresses before attempting to actually
deliver the message to them.
However, have a look at the mua_wrapper option. It severely limits Exim's
functionality, but it does try to make success an all-or-nothing matter.
