[exim] refused: too many connections

Anyway to tell exim not to refuse connections from certain IP's at
these peak times?

This works for smtp_load_reserve but not max connections.

smtp_reserve_hosts = net-lsearch;/etc/virtual/pophosts :
/etc/virtual/relay_ips : 127.0.0.1
