The embedded PCRE requires us to track an external project, exposes users
to unexpected security bugs, and is patched around by several linux
distributors.

I intend to remove the embedded PCRE and force users to use a system PCRE
or build their own version when building/installing exim.

Build/Install documentation needs updating.
