What does it mean for an address to "exist", other than that the address is
deliverable?

Specifically, when Exim "verifies" an address, what it's actually testing is
that a router accepts the address (which is not quite the same thing as
"deliverable").

It's entirely up to you. What do you (as the mail administrator) want to
