Yes, you do need a version of PCRE that is compiled with UTF-8 support if you
want to deal with UTF-8 characters. The latest version of PCRE is 7.4, and you
can download the source from any of

Please read the documents therein for advice on compiling. I am not a Windows
user, but people do manage to compile it under Windows. You can find out what
the options were that PCRE was compiled with by running the command "pcretest
-C".
