pcre-config (unknown version)is apparently good enough to return nothing for
--cflags when the include path is /usr/include, but it supplies -L/usr/lib
-lpcre as the result for pcre-config --libs; -I/usr/include would be redundent,
and is omitted. -L/usr/lib is also redundent, but is not omitted.

Octave (www.octave.org) uses autoconf to detect and use pcre if available, and
we discovered this behavior, and are requesting that the superfluous -L/usr/lib
be omitted from the pcre-config --libs response.
