[exim] Status of Cygwin release

I downloaded latest base/libs/exim from cygwin and installed them
but exim does not work
Not even "exim --help"
I found other programs of my own in similar state
and found I had to re-compile them with new libs/dlls
and then they worked.
Is that a possibility with exim?
